ICST's Third International Conference on Performance Evaluation Methodologies and Tools (VALUETOOLS 2008) was held on October 25, 2008 in Athens, Greece. The conference was technically and financially supported by the Center for Research and Telecommunication Experimentation for Networked Communities (CREATE-NET), the French National Institute for Research in Computer Science and Control (INRIA), Deutsche Telekom AG Laboratories, the Institute TELECOM and one of its affiliates the TELECOM SudParis. The organizational process of the conference was headed by Dr. John BARAS from the University of Maryland in the USA.

VALUETOOLS 2009 hosted five co-located workshops dedicated to various related technical fields and tools, such as game theory in communication networks (GAMECOMM 2008); modeling and design of wireless mesh networks (MODENETS 2008); interdisciplinary systems approach in performance evaluation and design of computer and communication systems (INTERPERF 2008); structured Markov Chains (SMCTools 2008) and NS2 (WNS2). Conference plenary speakers represented institutions, such as the Massachusetts Institute of Technology (MIT), Israel Institute of Technology (TECHNION) and the University of Athens.

The technical program of the conference included a series of accepted and invited papers distributed in multiple tracks. Among the presented papers delivered by faculty members and professionals, Vivek BORKAR's and Seyn MEYN's paper titled as `Oja's Algorithm for Graph Clustering and Markov Spectral Decomposition' has been identified as the Best Technical Paper of the conference. Among the student presenters, the titled as `The Space Frontier: Physical Limits of Multiple Antenna Information Transfer" and co-authored by Romain Couillet, Sebastian Wagner, Alonso Silva, and Merouane Debbah.
